Garda Vetting and Access NI

In ROI, Garda vetting is legally required for all leaders/coaches/helpers (paid & voluntary) with regular and continuous access to young people and vulnerable adults. Vetting must be complete prior to taking up the role. In NI It is against the law for a barred person to work or volunteer with children in ‘regulated activity’.

Garda Vetting

Who: Anyone 16 or older who is helping out with juniors/vulnerable adults or coaching juniors regularly must apply to be vetted including:

Childrens Officers
Designated Liaison Persons
Junior Coaches/TRI Leaders
Anyone regularly helping at the junior sessions or events.
Anyone intending to go on an overnight trip with juniors in the context of a club event or competition.

How:
The form can be completed online but must be printed and signed.
Once the form is complete a verifier must complete the second page of the document confirming they have seen the original documentation.
A photo or scan of the completed form and ID documents can be emailed to mary@triathlonireland.com
The original, completed and signed form must be posted to Triathlon Ireland.

Step 1: Form (NVB1 Form)

Read this form carefully and complete every section. It includes a personal details section, an application declaration section and and ID validation section.  The ID validation must be done in person with an your Club Childrens Officer or Designated Liaison Person. This person must complete and sign the second page of the document.

If applicant is 16-18 a parental consent form must also be completed and parent/guardian email address used for application.

Step 2: ID Verification
ID verification can be completed by the Club Children’s Officers or the Club Designated Liaison Person (if you have a junior club), Triathlon Ireland Staff, Triathlon Ireland Coach Developer, Triathlon Ireland Technical Officials , Club Chairperson, Club Secretary.
The validation required by the Garda National Vetting Bureau refers to the process by which an individual certifies that a copy of a document is a true and accurate reproduction of the original. The person validating must have seen the original document and must state that the copy was made by them from the original which was presented at the time of validation.

The validator must physically see the documents to confirm the vetting subject
matches the documents.

Proof of Identity documentation
 The document being relied upon must be current and not expired.
 The identity document must be a valid form of identification (as per the Identity Document Schedule).
 The photograph on the original document must match the vetting subject and must be of high quality and clear.
 The name on the document must match the name provided on the NVB1 Form.
 The date of birth on the document must match the date provided on the NVB1Form

Proof of address documentation
 The document must be dated within six months of the date the applicant signed the consent.
 The address on the document must be the applicants current address and match the address provided on the NVB1 form
 The vetting applicants full name must be included on the proof of address document and the document must be on headed paper

Step 3: Submit the Application: 
A scan or photo of the form and the ID and address documents used in the ID verification should be emailed to mary@triathlonireland.com
The completed, signed NVB1 form only must be posted to:

Step 4: Online application. Once the completed form and copies of the ID have been received you will be issued an invite from the National Vetting Bureau via email to complete the E Vet application.

Step 5: Once the process is complete you will receive an email from Triathlon Ireland with the outcome.

As and from the 7th July 2025, to improve and enhance the protection of children, vetting for any relevant work or activities with children will now include additional checks with the other 26 EU member states and the UK. In summary, vetting subjects must declare if they have lived in any other EU member state or the UK.

Access NI

How: Print the following form and complete online application.

Step 1: Complete the Self Declaration Form
This information will only be viewed by the Triathlon Ireland National Children’s Officer who can be contacted at niamh@triathlonireland.com, and will not be stored once the application process is complete.

Step 2: Form

This Form contains a PIN number specific to Triathlon Ireland.  This form must be completed in full before emailing to Triathlon Ireland.

Step 3: Online application: Follow the instructions on the form and log onto  https://www.nidirect.gov.uk/services/apply-online-enhanced-check-through-registered-body
Complete the online application and put your application number on the ID Validation form.
ID Proofing: The ID Proofing is completed as part of the online process.

Step 4: Scan and email the form to niamh@triathlonireland.com. The form is then processed by the NI Sports Forum and individuals will receive the disclosure certificate directly.
